LASSEN YOUTH SOCCER

Constitution (Revised: January 18, 2007)

1:01 Name

1:01:01 This League shall be known as Lassen Youth Soccer, also referred to as "L.Y.S."

1:02 Boundaries & Territories

1:02:01 The territory of this league shall be within Lassen County which includes the areas of Susanville, Johnstonville, Litchfield, Standish, Janesville, Herlong and Doyle.

1:02:02 League boundaries shall be fixed and/or modified by the governing authority of this league at the Annual General Meeting.

1:03 Purpose

1:03:01 The purpose and objectives of this League shall be to develop, promote and administer the game of soccer for all boys and girls under nineteen (19) years of age, within the territory of the League.

1:03:02 The purpose of all League members shall be to offer, regardless of race, color, religion, age, sex, national origin, and or ability, a soccer program to all youth (boys and girls under nineteen years of age) within our geographical area.

1:04 Colors

1:04:01 The representative colors of this League shall be PURPLE & WHITE.

1:05 Affiliation

1:05:01 This League shall be an affiliated branch of and comply with the authority of the California Youth Soccer Association (CYSA), the United Stated Youth Soccer Association (USYSA), United States Soccer Federation (USSF) and the Federation Internationale de Football Association (FIFA).

1:06 Authorities

1:06:01 This League shall be governed by its Constitution, By-Laws, Rules and Regulations, and Policies except when these are superseded by CYSA, USYSA, or USSF.

1:06:02 The governing authority of this League, whose powers shall be designated in the By-Laws, shall be vested with the Board of Directors of this League.

1:06:03 The governing board, herein after to be known as the Board of Directors, shall be composed of the President, First Vice President, Second Vice President/Insurance Coordinator, Secretary, Treasurer, Player Agent, Referee Coordinator, Coaching Coordinator, Registrar, Public Relations Coordinator, Team Parent Coordinator, Equipment Coordinator, Field Coordinator, Rules and Revisions Coordinator and other representatives and positions elected by the membership as set forth in the bylaws (but in no case will the Board of Directors exceed fifteen (15).

1:07 Membership

1:07:01 Membership in the League shall consist of registered players, registered and approved coaches and assistant coaches, licensed referees, board members, parents or guardians of duly registered players and affiliated clubs recognized and approved by the Board.

1:07:02 All members, shall abide by the Constitution, By-Laws, Rules & Regulations and Policies as set forth by the Board of Directors and all applicable rules and regulations of the League, District IX of CYSA, CYSA, USYSA, USSF and FIFA.

1:08 Annual Meeting

1:08:01 The President of the League, with concurrence of the Board of Directors, shall call for an Annual General Meeting of the Membership, to be held no later than February 15th of the said seasonal year. Notification to all members shall be made (attempted) at least fifteen (15) days prior to Annual General Meeting.

1:08:02 The order of business at the Annual General Meeting shall be as follows:

1:08:03 Each team and each member of the Board of Directors shall be entitled to one (1) vote. No person shall cast more than one vote regardless of his/her affiliations in this League. Voting shall be restricted to those teams which have been registered during the current season. Voting by proxy shall not be allowed. The President of this League shall cast a vote only in the case of a tie.

1:09 Changes

1:09:01 Proposed Amendments to this Constitution, By-Laws and Rules & Regulations must be presented to the Rules & Revisions Coordinator and President, in writing, no later than November 30th prior to the Annual General Meeting.

1:09:02 Proposed Amendments to the Constitution, By-Laws and Rules and Regulations will be made available to all members, along with the notification of the Annual General Meeting, at least fifteen days prior to the Annual General Meeting if possible. Amendments to the Constitution, By-Laws and Rules & Regulations will be voted on at that Annual General Meeting.

1:09:03 An amendment shall be deemed adopted by an affirmative vote of two-thirds (2/3) of the voting members present.
Note: An abstention is considered a non-vote, not to be counted toward a 2/3 count. It is assumed that those abstaining will accept the voting outcome.

1:09:04 During the seasonal year the Board of Directors of this League may adopt interim policies and rules and regulations by simple majority. In order to become permanent these temporary policies and rules and regulations will be considered proposed amendments and will be made available, to the membership along with the notice of the Annual General Meeting and will be voted on at that AGM pursuant to 1:09:03. Any interim policies or rules and regulations not approved by a two-thirds (2/3) vote at the AGM will be considered null and void.

Note: This Constitution is subject to review annually.
